While Sabrina was here, we made her a tulle skirt together. Making it the second time around made me realize a few steps that could be simplified in my original post. I have since updated it. The biggest change is that I now recommend basting one layer of tulle to the lining at a time. This way, if the center circles are a little off, you can adjust it on each layer. I ended up making a small pleat in each layer of tulle as I added it to make it match up to the lining perfectly. This is nearly impossible to do if you baste all the layers of tulle at once.
